Malaysia's Communications Ministry is preparing to trial direct-to-device satellite internet technology across several locations in Sabah as part of the broader rollout under the National Digital Network Plan Phase II (JENDELA Phase II). Communications Minister Datuk Seri Fahmi Fadzil disclosed the initiative during a courtesy visit to the Yang Dipertua Negeri of Sabah, Tun Musa Aman, in Kota Kinabalu, signalling a renewed push to extend digital infrastructure to the country's most geographically challenging regions.

The direct-to-device satellite technology represents a significant departure from conventional connectivity approaches. Rather than relying on ground-based telecommunications towers, this system delivers internet access directly from satellites to mobile handsets, a method proving increasingly viable for regions where traditional infrastructure proves economically unfeasible or logistically impractical. The technology addresses a persistent challenge in Malaysia's telecommunications landscape, particularly across Sabah and Sarawak, where vast distances, rugged terrain, and scattered populations have historically complicated network expansion efforts.

The upcoming JENDELA Phase II initiative will encompass more than 300 locations distributed across Sabah, Sarawak, and Peninsular Malaysia. Fahmi explained that the ministry would employ a tiered approach, deploying conventional tower installations in some areas while reserving satellite-based and tower-free solutions for remote communities. This differentiated strategy acknowledges the practical realities of telecommunications infrastructure deployment, recognising that conventional tower construction requires a minimum of two years to complete while presenting numerous logistical obstacles in isolated regions.

For areas with significant populations but limited accessibility, the government intends to adopt alternative technologies that circumvent the need for tower installation altogether. This reflects a pragmatic reassessment of Malaysia's digital connectivity priorities, shifting resources from infrastructure-intensive conventional approaches toward satellite solutions that can be deployed more rapidly in sparsely populated territories. The pivot suggests recognition that achieving comprehensive national coverage through traditional means alone would consume excessive time and capital.

Paralleling the satellite internet trials, the ministry is advancing the MADANI Submarine Cable Connection initiative (SALAM), a large-scale undersea infrastructure project designed to transform Sabah's digital economy. The SALAM project will establish multiple landing points across both states, connecting Sedili and the Sarawak cities of Kuching and Miri with Sabah's strategic ports at Tanjung Aru, Sandakan, and Tawau. This expansion beyond the original Tanjung Aru landing point reflects updated engineering assessments indicating that optimal cable routing requires comprehensive coastal coverage extending the full length of Sabah's littoral.

The submarine cable initiative carries substantial implications for Sabah's economic development trajectory. Enhanced international bandwidth capacity through dedicated undersea infrastructure would enable faster, more dependable internet services than those currently accessible through conventional international gateways. Improved connectivity attracts digital-economy investment, supporting everything from tourism and e-commerce to business process outsourcing and remote service provision, sectors increasingly vital to regional competitiveness.

Despite optimistic infrastructure announcements, Fahmi stressed that technological deployment means little without corresponding public awareness and digital literacy. He emphasised the ministry's commitment to ensuring implementation adheres to schedule and budget parameters while simultaneously cultivating internet safety understanding among Malaysian users. This dual emphasis reflects growing concerns that infrastructure expansion must be accompanied by protective education, particularly as digital inclusion expands access to populations previously disconnected from online environments.

The minister cited alarming statistics regarding online threats, noting that the Malaysian Communications and Multimedia Commission detected over 2,000 fraudulent accounts nationwide within a five to six-week period. These accounts were systematically employed to distribute misinformation, spread illicit content, and facilitate scam and online gambling operations. Fahmi acknowledged that Sabah likely hosts numerous such malicious accounts, prompting MCMC to intensify monitoring and enforcement against accounts engaged in criminal activity.

The proliferation of fake accounts targeting Malaysian users underscores challenges accompanying rapid digital expansion. As internet access extends to new populations, particularly in rural regions with limited prior online exposure, vulnerable demographics become susceptible to sophisticated fraud schemes, misinformation campaigns, and cybercriminal exploitation. Educational initiatives must therefore prioritise practical digital citizenship skills alongside access provision, equipping newly connected users with defensive capabilities against online threats.

The JENDELA Phase II rollout, coupled with SALAM submarine cable development and satellite internet trials, represents Malaysia's most comprehensive attempt to systematically address connectivity disparities between developed and remote regions. For Sabah specifically, these initiatives could fundamentally alter the economic and social calculus, enabling digital participation in ways previously restricted to urban Peninsula communities. However, success depends not merely on infrastructure deployment but on sustained investment in digital literacy, cybersecurity awareness, and regulatory frameworks protecting users as the digital frontier expands eastward.
