Prime Minister Datuk Seri Anwar Ibrahim announced that the government intends to study the necessity and implementation strategies for creating such reserves to fortify the country's energy security against mounting geopolitical uncertainties and potential supply disruptions. This initiative reflects a maturing understanding among Southeast Asian policymakers that energy vulnerability extends far beyond traditional commercial stockpiling practices.

The Strait of Hormuz remains the focal point of these concerns, with approximately one-fifth of the world's daily petroleum consumption—roughly 20 million barrels—passing through its narrow waters. However, analysts emphasise that the threat landscape has fundamentally transformed. Rather than occasional spikes in tension followed by calm periods, the region now experiences persistent risk premiums embedded in global energy pricing. Stephen Innes, managing partner at SPI Asset Management, characterises this shift as distinctly structural, noting that the combination of recurring threats, shipping delays, elevated insurance premiums, and constrained tanker availability creates a permanent constraint on global energy markets that will persist for years.

The geopolitical picture extends beyond the Persian Gulf. Yemen's Houthi forces, allied with Iran, have reportedly intensified preparations for attacking vessels traversing the Red Sea's southern entrance, having claimed responsibility for strikes on Saudi oil tankers following recent United States military operations against Iranian military positions. This geographic expansion of disruption risks presents a compounded challenge for the region. Simultaneous troubles across both the Hormuz Strait and the Red Sea shipping corridor could expose Southeast Asia to a perfect storm of elevated crude prices, increased freight expenses, and extended supply delays that would cascade through economies heavily dependent on imported energy.

For Malaysia specifically, the vulnerability is acute. The country produces approximately 570,000 barrels daily but remains a net importer of refined petroleum products. More significantly, nearly 70 per cent of Malaysia's crude oil imports originated from suppliers linked to the Strait of Hormuz corridor in 2025. This heavy concentration in a single vulnerable corridor means Malaysia would face disproportionate exposure to any sustained disruptions. Tariro Chiweza, oil and gas analyst at BMI, underscores that while commercial inventories serve operational functions during normal circumstances, they were never designed to absorb the impact of prolonged, geopolitically-driven supply shocks. A dedicated national reserve, by contrast, could function as strategic insurance specifically calibrated to counter such scenarios.

Innes articulates a critical distinction between energy security and energy resilience that proves essential for policymakers. Energy security traditionally concerns simply accessing energy supplies, whereas resilience demands that energy systems maintain functionality even when normal supply channels or transport routes fail. Achieving this resilience requires layered protection: backup inventory systems, relationships with multiple suppliers beyond concentrated geographic sources, alternative shipping pathways, robust electricity infrastructure capable of managing demand shifts, and the technical capacity to transition between different fuel types before emergencies fully develop.

Within this broader framework, a national petroleum reserve operates as targeted emergency insurance rather than a comprehensive solution. Innes emphasises that such reserves cannot address every possible supply disruption but serve a narrower but vital function: buying policymakers and supply chains critical time to implement secondary response measures. The reserve works most effectively when integrated into a comprehensive strategy encompassing diversified suppliers across different geographic regions, upgraded storage infrastructure resilient to various scenarios, and clearly defined protocols specifying the conditions triggering reserve releases and the timelines for subsequent replenishment.

Beyond petroleum storage, analysts highlight the importance of Malaysia pursuing parallel energy diversification initiatives. The country should systematically expand its domestic natural gas production base, with BMI forecasting dry gas output reaching 82.3 billion cubic metres by 2026. Equally critical is accelerating renewable energy deployment supported by battery storage systems and dependable backup generation capacity. Malaysia has already initiated relevant programs including Solar@PETRA, the Corporate Renewable Energy Supply Scheme serving business users, B15 biodiesel blends, and electrified public transport systems. These initiatives, though individually modest, collectively reinforce the broader resilience objective.

Regional cooperation emerges as another essential pillar. Innes recommends that ASEAN governments coordinate petroleum reserve policies, establish shared protocols for responding to shipping disruptions, and develop joint emergency supply arrangements. The interconnectedness of Southeast Asian economies means that major energy disruptions in one nation rapidly transmit consequences throughout the region. Strengthened regional power connectivity, allowing electricity to flow across borders during supply crunches, provides additional buffering capacity. Enhanced coordination transforms individual national efforts into a more robust collective system.

The immediate policy agenda should prioritise several concrete steps. Governments must conduct thorough reviews of existing strategic fuel inventories to assess adequacy against plausible disruption scenarios. Simultaneously, they should actively work toward supply diversification, establishing relationships with crude oil, refined product, and liquefied natural gas suppliers spanning multiple geographic regions and strategic partnerships. Current global crude prices, with Brent crude trading near $96.86 per barrel and West Texas Intermediate at $88.76, underscore that energy costs already incorporate substantial risk premiums—a situation that would dramatically worsen during genuine supply disruptions.

Subsidy reform constitutes another overlooked dimension. Innes advocates for reassessing broad fuel subsidy programs, suggesting that more narrowly targeted assistance directed toward lower-income households and strategically critical industries would prove more fiscally sustainable should elevated oil prices persist. This targeted approach preserves government capacity to respond to genuine crises while avoiding economic distortions that discourage efficiency improvements and alternative energy investment.

Malaysia's strategic position as a significant energy producer and crucial regional economy provides both advantages and responsibilities. The country possesses domestic gas production capabilities, growing renewable energy potential, and established infrastructure investment capacity. However, these assets must be deliberately mobilized within a coherent long-term strategy. The national petroleum reserve study represents appropriate recognition that structural geopolitical realities now demand strategic responses. When completed thoughtfully and integrated with diversified supply strategies, renewable energy expansion, and enhanced regional coordination, such measures can meaningfully reduce Malaysia's vulnerability to the energy shocks that increasingly characterise the contemporary international system.
