A Chinese citizen admitted in a US federal court on Monday to orchestrating an illegal scheme to purchase restricted American military communications equipment for export to China, a case that underscores rising tensions over sensitive technology transfers between Washington and Beijing. Chen Dingwei, 29, pleaded guilty to violating the US Arms Export Control Act after attempting to acquire military-grade satellite modems and radios manufactured by American defence contractors. US District Judge David Sam accepted the guilty plea in Salt Lake City, Utah, with sentencing scheduled for October 19, where Chen faces a maximum penalty of 20 years imprisonment.
The prosecution revealed that between March and October of last year, Chen and unnamed associates based in China engaged in a coordinated effort to acquire export-controlled communications systems produced by US companies. The conspirators paid an initial deposit exceeding US$40,000 to secure ten modems, then pivoted to using cryptocurrency as their payment method in subsequent transactions, moving approximately US$30,000 in digital currency to further evade detection by authorities. This shift in payment methods suggests the operation had grown more sophisticated as it progressed, indicating a deliberate attempt to stay ahead of regulatory oversight and law enforcement monitoring.
Chen's communications with his associates revealed ambitions far exceeding the initial purchase. Court filings show he claimed the first batch represented only the opening phase of a much larger acquisition programme, asserting he possessed funding sufficient to purchase tens of millions of dollars worth of additional US military equipment over time.
